The Results

In January 2026, YouGov, on behalf of The Center for Collaborative Democracy, conducted a survey using the Grand Bargain Project WebApp.

Respondents were asked to consider
39 individual reforms from seven policy areas and rate them in terms of their importance to their lives.

Respondents were then asked,
"Do you want Congress to make this Grand Bargain a Priority"

83% of respondents said they want Congress to make the Grand Bargain Package of reforms a priority, despite having low support for a number of the individual reforms.

Survey conducted by YouGov from December 2025 to January 2026 and produced a 1,000 respondent dataset representative of US citizens. The margin of sampling error for the full sample is plus or minus 3.59 percentage points, and for results based on subgroups the margin of sampling error may be higher.

The study, which polled a representative sample of 1,000 adults across the U.S., found that the desire to make the Grand Bargain a priority crossed;

PARTISANSHIP

Even with opposition to individual policies (especially among Republicans), the broad and consistent support indicates voters are willing to accept trade-offs within a package deal valuing the consensus approach despite individual disagreements.

Consensus

Even with opposition to individual policies, some as high as 28%, these results indicate that voters are willing to accept trade-offs within a package deal — valuing what is best for them and their families over any reform they may object to.

The voice and will of the American people is to have a future in which they can thrive. 

Right Issues to Focus On

There is also an overall agreement that the issues we asked people to rate represent the challenges and priorities that matter most to Americans, with an overall agreement of 73%.

  3. Decide: Do I want Congress to make the current package “a priority”
